Empire Review Safe film, nice disc - 4.75 out of 5  (8/11/2003) Chris Rock mystifies me in that he can probably have any project green lighted by the use of his name alone. So why does he choose to do a safe movie like HEAD OF STATE? Now this isn't to say that HEAD OF STATE is a bad movie. In fact, it's quite the opposite. It's a cute and clever movie with the right parts in all the right places but it's a formula we have seen time and time again in movies from DAVE to BREWSTER'S MILLIONS and while it's clever, it's also been done to death.
