Empire Review 3 strikes, I'm out! - 3.5 out of 5  (9/10/2000) "3 Strikes" is a good example of what happens when you take two better movies and try to combine them. In this case, the producers tried to combine the outrageousness of "Dumb and Dumber" with the fresh humor of "Friday." What they get is a film that works on some levels and fails on more. Kevin Hooks plays Rob Douglas. Rob is just getting out of jail for the second time.
